To establish an appropriate model of delivery, ICTGs have been launched in six Early Adopter Sites (Greater Manchester; Hampshire and the Isle of Wight; Wales; West Midlands Combined Authority; East Midlands and the London Borough of Croydon).The purpose of this grant is to enable the ICTG Service to continue in these six Early Adopter Sites until March 2021 to maintain support for vulnerable children, whilst the Home Office considers future provision in-line with the recommendations from the Independent Review of the Modern Slavery Act 2015 and learning from the evaluations of the Early Adopter Sites.

The NFGMC will address illegal cultural practices in Bristol through employing a full-time community engagement worker to deliver whole community consultation events following the publication of draft statutory guidance “Relationships Education, Relationships and Sex Education (RSE) and Health Education”. All schools will be required from September 2020 to teach all secondary age pupils and about FGM, forced marriage (FM) and “honour”-based violence (HBV) including the law, their impact and how to access support. The project aims to: Improve cohesion and engagement with the democratic process by providing opportunities through community events for parents of school-age children to be consulted about the delivery of relationship education on the harmful and illegal cultural practices of FGM, FM and HBV. Develop resources and teaching materials to counter extremism and support relationship education with the participation of parents and faith leaders Listen to the voice of affected young people by holding discussion workshops to increase their resilience to extremist messages including through the forthcoming changes in relationship education Increase referral rates from community members to children’s services of complex hidden cases of FGM, FM and HBV We will: Run community consultation events and workshops, with interpretation if necessary, for parents and faith leaders to build intercultural and intercommunity understanding Provide an opportunity for Bristol’s affected communities to develop more trust in statutory agencies through active citizenship and participation in the development of local proposals. Independent Child Trafficking Guardians (ICTG), recently renamed from Independent Child Trafficking Advocates, are provided for in section 48 of the Modern Slavery Act 2015. ICTGs were piloted for a year from 2014/2015. The results of the first ICTGs trial were equivocal with aspects of the model trialled showing promise but not delivering on some key outcomes. In a number of key areas there was limited evidence of impact or an improvement in the outcomes for children. As the independent evaluation identified, we need more time in order to see some of the potential benefits for trafficked children.There was, therefore, a need for further robust and consistent evidence to evaluate the effectiveness of the revised ICTG model in relation to the benefits for trafficked children and how it interacts with existing care provisions for trafficked children. The original trial highlighted a number of areas that the model tested did not fulfil the needs of the children, with specific issues being raised around the number of children that went missing after being referred into the trial, as well as the time taken to refer children to an ICTG, were just two of the areas of concern the evaluation identified.To further build the evidence base for the ICTG service, the Home Office implemented a revised ICTG service in three separate areas Great Manchester; Hampshire and the Isle of Wight and nationally in Wales. After an open and transparent grant process, Barnardos were identified as the successful contractor. Barnardos have a proven record of delivering services to trafficked children and understand how the current care provision is implemented by local authorities within England and Wales.The model implemented in these three sites provided one-to-one support for all trafficked children who were identified and were the responsibility of local authorities within these sites. The ICTGs represented and supported all children where there were reasonable grounds to believe that they may have been trafficked. The ICTGs advocated on behalf of the child and understood the unique and differing risks that affect children who are trafficked.Following findings from the interim report of this model (published in July 2018), a further revised model was developed to reflect these findings. The revised model continues to provide one-to-one support for children for who there is no one with parental responsibility for them in the UK; but also introduces an expert ICTG regional practice co-ordinator whose role is to focus on children who do have a figure with parental responsibility for them in the UK. The regional practice co-ordinator assumes a strategic role, working with professionals who are already engaged with and supporting the child, rather than directly working with the child. The revised model was implemented in three additional sites: West Midlands Combined Authority in October 2018, followed by the East Midlands in January 2019 and the London Borough of Croydon, in April 2019. The three original early adopter sites transitioned to the revised model from January 2019. ICTGs have now been rolled out to one third of local authorities in England and Wales.

This project has a symbiotic programme, with each programme designed to strengthen the other. The programme will; Provide additional resources to support existing community engagement into isolated families in Bradford. We will harness the developing relationships with different communities and use their knowledge to develop a culturally sensitive parenting programme which raises awareness of CSE. This is vitally important as: 1. Many of these communities still find this a taboo subject and often don’t have the equivalent words in their language, making understanding this subject difficult; 2. The Far Right movement has used recent high profile CSE cases to insight racial hatred and motivate hate crimes against South Asian communities. This work will help unite isolated communities, keep more children safe from CSE. The community focus element will work towards dispelling the myths around CSE, for example, that CSE perpetrators are all young Asian males. This multi delivery programme is essential in keeping different age groups and different communities safe. This programme has been designed to promote community cohesion from communities that have traditionally been isolated and fight against divisive, racially motivated actions. We will use our extensive community based projects and harness the reach of our community partners to ensure we engage with the most in need families and individuals for this programme. We have existing strong links with West Yorkshire Police, where we contribute towards Bradford’s Strategic Response to CSE. The district’s analyst studies data from a rich source of varied contributors, providing the fullest picture of CSE activity. We believe that through this work, the reporting of CSE will increase as awareness increases, but the long term impact will be a downward trend of cases of CSE.

The results of the first ICTAs trial were equivocal with aspects of the model trialled showing promise but not delivering on some key outcomes. In a number of key areas there was limited evidence of impact or an improvement in the outcomes for children. As the independent evaluation identified, we need more time in order to see some of the potential benefits for trafficked children.There was, therefore, a need for further robust and consistent evidence to evaluate the effectiveness of the revised ICTA model in relation to the benefits for trafficked children and how it interacts with existing care provisions for trafficked children. The original trial highlighted a number of areas that the model tested did not fulfil the needs of the children, with specific issues being raised around the number of children that went missing after being referred into the trial, as well as the time taken to refer children to an ICTA, were just two of the areas of concern the evaluation identified.The Home Office is continuing to fund a bid that can deliver the revised model in three separate areas within England and Wales. Barnardos (the successful contractor) have a proven record of delivering services to trafficked children and understand how the current care provision is implemented by local authorities within England and Wales.ICTAs will represent and support children where there are reasonable grounds to believe that they may have been trafficked. ICTAs advocate on behalf of the child and understand the unique and differing risks that affect children who are trafficked.

A Gap Home is a transitional home plus support – designed for care leavers and other vulnerable young people. It will provide quality, manageable and affordable accommodation and the time and space needed to make a positive transition to independent living. A Gap home is owned by Barnardo’s and rented to a young care leaver for whom we provide a consistent relationship underpinned by practical and emotional support. We will enable young people to develop resilience and the practical skills required for managing any future tenancy, and securing employment, training or education. Each Gap Home is a new build and will provide much needed additional accommodation to existing provision for young care leavers. Each will be built on small pockets of unused land – gap sites – within communities. This is achieved by adapting innovation in house building, enabling us to design a house to fit the space available.

Barnardo's are acknowledged experts and service providers in this area. They will pilot a project in 3 areas of Scotland working in partnership with police and other professionals with a view to rolling it across the whole country with government support if successful. Expert Advisors will ensure that young people at risk get the help they need, professionals get the training they need and that there is good communication between all those involved. Very vulnerable young people will have a much better chance of developing fulfilling and safer lives in Scotland.
