Help Accessing Legal Support (HALS) is a programme of The Access to Justice Foundation with the Ministry of Justice. We are working with organisations to sustain and improve access to early social welfare and family legal advice, to enable users to resolve these problems as early as possible and avoid the need for court or tribunal proceedings where possible. Where court or tribunal proceedings are needed, we expect the grant will provide the support needed to help people manage their way through the process effectively. A key feature of this programme is expected to focus on helping us all understand what works better in terms of service delivery and also to help make the case for future investment in this work.

Creating a culture of innovation is at the heart of the department's vision for children's social care, and crucial to the delivery of our reforms in three areas: People and Leadership, Practice and Systems, and Governance and Accountability as set out in Putting Children First (2016).Launched in 2013, the Children's Social Care Innovation Programme (CSCIP) has invested ca. £200m (2014-2020) across three funding rounds, enabling local authorities to develop, test and scale new approaches to supporting vulnerable children in the social care systemEileen Munro's review of Child Protection in 2011 showed that local authorities were delivering children's services with their focus on compliance. In response to this finding, it was essential to include scope for innovation which would then enable them to deliver better, high quality services to children and families.Through its reforms to the social work profession, DfE is working to create a highly skilled and professionalised workforce, and a pipeline of excellent leaders, to create a system that frees up excellent front-line social workers and their leaders to focus on the needs of children and families. The CSCIP is our vehicle for delivering some of these changes, enabling service delivery to be redesigned, maximising service quality and efficiency.
